Lamu, Kenya: In a proud and historic moment for Khadija Fumo Khalifa, chief officer for public service management and administration in Lamu County, has been honoured as the first runners-up for best performing chief officer in Kenya at the prestigious best of best in executive and administration (BOBEA) leadership awards 2025.

The award ceremony, held in Nairobi, brought together outstanding public servants from across the country to recognise excellence, integrity, and transformative leadership in county governments.

Ms Fumo, one of the youngest chief officers in Kenya, has played a pivotal role in strengthening public service delivery, financial accountability, and inclusive governance in the County government of Lamu.

Her leadership at the public service management department, which operates directly under the Governor’s Office, has earned widespread respect for restoring public trust and improving service access at the grassroots level.

> “This award is a testament not only to my team and the people of Lamu, but to the power of servant leadership and inclusive governance,” said Ms Fumo in her acceptance speech. “I thank His Excellency Governor Issa Abdallah Timamy for believing in my leadership capacity and trusting me to serve in this critical role.”

Governor Timamy’s visionary leadership and commitment to youth and gender inclusion have made the county a trailblazer in progressive county governance.

His appointment of the chief officer marked a milestone in empowering young professionals, especially women, to drive meaningful change.

Beyond her administrative achievements, Ms Fumo has been nationally recognized for her work in peacebuilding, youth empowerment, and gender-based violence prevention.

She serves as the sector lead for peace and conflict in the US–Kenya Alumni Association, a role in which she collaborates with national and international partners to build social cohesion and prevent extremism.

She has also led initiatives with IOM, USAID Kuza, and Derris Wanaag (Adam Smith International) to empower youth at risk, promote gender equity, and improve community resilience in borderland and climate-affected regions.

Her work continues to inspire a new generation of public servants across Kenya.

BOBEA Leadership Awards

The BOBEA awards celebrate excellence, innovation, and integrity in county governments and public service.

The awards are designed to honour leaders who go above and beyond in serving citizens, driving reforms, and upholding ethical standards in governance.
