Governor Issue Stern Warning to Staff and Contractors Over Fake Pending Bills

Kilifi governor Gedion Mung’aro has put on notice County staff who collude with rogue contractors to defraud the County through fake pending bills. 

Mung’aro assured kilifians of constituting a committee to scrutinise all pending bills before they were cleared for payments.

He spoke on Wednesday 10, 2025 at his office during the swearing in ceremony of Kilifi county executive committee member (CECM) for Finance and Economic planning Philip Charo.

The appointee will also serve as the County Secretary in an acting capacity.

The department has been without a CECM for two months after Yaye Shosi resigned when she was re-assigned to a different docket.

“You know some contractors can rise bills and they have not done anything on the ground. When you go to your office check it, either you show us you have done half of the project or if you have put only sand and stones. That project does not exit according to me” the governor said.

He said County officers have been lenient with the contractors by issuing notice that are ignored.

“If a contractor is given work, he should report to the site within a specified period, if you do not do that, then there is no reason to call you for meeting. We cancel and re-advertise it.”

The governor assured that a new committee would be formed in January to check on the pending bills.

He also directed departments to stop funding events which do not add value to the County.

Henceforth, he stated that all events should be domiciled in his office.

“There is unnecessary expenditure in this county that does not warrant an allocation. You can not tell me that development of this county is through events planning. This thing needs to be scrapped off immediately unless it is very important. Some staff have been using this as a loophole of siphoning County funds.”
