The July 10, 2025 appointment of CPA Justus Omae Nyarandi as director general (DG) of the Kenya Maritime Authority by cabinet secretary Hassan Ali Joho represents a significant decision that warrants careful examination.

Made under Section 11(1) of the Kenya Maritime Authority (KMA) Act 2006 and following Board of Directors’ recommendations, this three-year appointment raises fundamental questions about the criteria and processes that govern leadership selections in Kenya’s critical maritime sector. 

While Nyarandi brings considerable experience from his tenure as executive secretary of the Northern Corridor Transit and Transport Coordination Authority, his appointment demands scrutiny to ensure it serves the best interests of Kenya’s maritime future.

Nyarandi’s professional credentials present a mixed picture of strengths and potential limitations. His MBA in Strategic Management from the University of Nairobi, combined with professional certifications as a Certified Public Accountant and Certified Public Secretary, demonstrates solid foundational qualifications.

His 24 years of accumulated experience, including twelve years with Kenya Ports Authority (KPA) where he served as general manager Corporate Services, provides relevant institutional knowledge.

The fact that he is pursuing a doctorate degree in strategic management suggests continued commitment to professional development.

However, the appointment process appears to prioritise administrative and financial competencies over specialized maritime expertise. 

While Nyarandi’s background in port strategy and procurement offers valuable insights, the KMA’s mandate extends far beyond port operations to encompass complex maritime safety, environmental protection, and international regulatory compliance.

The authority’s responsibilities include coordinating search and rescue operations, maintaining ship registers, conducting maritime inspections, and preventing maritime pollution. These functions require deep technical knowledge of maritime law, naval architecture, marine engineering, and international maritime conventions.

The timing of this appointment also warrants examination. Kenya’s maritime sector faces unprecedented challenges, from climate change impacts on coastal infrastructure to evolving international shipping regulations and growing security concerns in regional waters.

The sector requires leadership that can navigate complex technical and diplomatic waters while fostering innovation in maritime technology and sustainable practices. 

The question remains whether Nyarandi’s primarily administrative background adequately prepares him for these multifaceted challenges.

While the appointment follows the legal framework established under the KMA Act 2006 and was made upon board’s recommendations, questions remain about the transparency of the selection process. 

Public sector appointments should demonstrate clear alignment between candidate qualifications and institutional needs. The criteria used to evaluate candidates, the competitive process employed, and the rationale for selecting Nyarandi over other potential candidates remain unclear to the public.

This lack of transparency undermines public confidence and raises concerns about whether the appointment process prioritized merit and institutional fit over other considerations.

The maritime sector’s strategic importance to Kenya’s economy demands leadership that can effectively engage with international maritime organizations, shipping companies, and regional partners.

While Nyarandi’s experience with the Northern Corridor demonstrates regional coordination capabilities, the maritime domain requires specialized diplomatic skills and technical expertise that may not transfer directly from transport coordination roles.

Additionally, the KMA has faced recent challenges, including questions about operational effectiveness and regulatory oversight.

The incoming DG must address these institutional weaknesses while positioning the authority for future growth. This requires not only administrative competence but also transformational leadership capabilities and deep understanding of maritime industry dynamics.

The appointment also reflects broader concerns about Kenya’s approach to public sector leadership. Too often, appointments appear to prioritize general management experience over specialized domain expertise.

While management skills are important, technical sectors like maritime affairs require leaders who understand the intricacies of their fields and can command respect from industry professionals and international partners.

Moving forward, the success of this appointment will depend on Nyarandi’s ability to quickly master the technical aspects of maritime governance while leveraging his administrative experience to improve institutional effectiveness.

The KMA’s performance under his leadership will serve as a crucial test of whether generalist management experience can successfully translate to specialized maritime leadership.
