KNEC Urges Chaplains to Instill Values, Ethics in Respective Institutions

Kenya National Examinations Council (KNEC) chief executive officer David Njengere has challenged Christian chaplains in schools to take the lead roles in instilling ethics and values in those learning institutions.
Dr Njengere says the ongoing education reforms under curriculum based education (CBE) give chaplains a strategic platform to shape character noting that the system is designed to recognize the unique strengths of every learner.
“The current education system supports child strengths, making every child important in the schools,” he told delegates.
The CEO spoke in Mombasa on Thursday, April 16, 2026 as a keynote speaker during the annual conference of the National Association of Christian Chaplains in Mombasa County.
“You have an opportunity right there. You have a role to develop child ethics. You have tools to do so.”
He argued that Kenya’s future would not be secured by academic or professional titles alone, but by the values instilled in learners.

“This country will not be transformed by the number of doctors we produce, or engineers, but will be great when we are able to get values from education where it’s needed.”
The examination chief urged chaplains to be intentional about the impact they have on students.
The chairplains had converged in Mombasa for the past three days.
“You must ask yourself as a chaplain the impact you create on the children who pass through you. You must impact them with the right values this will restore integrity.”
The CEO supported recommendations from the Presidential Working Party on Education Reform that are guiding CBE implementation.
He said the shift from exam-centered learning to competency and values gives institutions and chaplains more room to nurture ethical citizens.

He emphasized that chaplains have a three-fold mandate in schools: “Chaplains have a role to play in shaping the future of students educationally, religiously and ethically.”
The National Association of Christian Chaplains draws members from schools, hospitals, prisons, and uniformed services across the country.
